Method
- Pat the beef dry with paper towels and season it with the salt and pepper.
- Heat the olive oil in a 6-quart Dutch oven over medium-high heat.
- Brown the beef in batches, turning the pieces until browned on several sides, about 8 minutes per batch; transfer to a plate.
- Add the onion to the pot and cook over medium heat, stirring, until softened, about 5 minutes.
- Stir in the garlic and cook until fragrant, about 30 seconds.
- Add the tomato paste, allspice, and cinnamon, and stir for 1 minute.
- Add the tomato sauce, beef broth, bay leaf, and browned beef with any accumulated juices, then bring to a boil.
- Cover, reduce the heat to low, and simmer gently until the beef is nearly fork-tender, 1 1/2 to 2 hours.
- Stir in the carrots, cover, and simmer until they are tender and the beef is fork-tender, about 20 minutes.
- Stir in the frozen peas and simmer uncovered until hot and tender, 5 to 8 minutes.
- Remove and discard the bay leaf before serving.
Notes
For tender beef, keep the stew at a gentle simmer rather than letting it boil. Refrigerate leftovers for 3–4 days or freeze for up to 3 months. For a gluten-free option, use certified gluten-free beef broth.
